The moment they became Demon Slayers, laws, age, regulations mean nothing to them. Their only job is to fight demons, they basically dedicated their life to fighting so going to the entertainment district doesn't matter to them

Which is basically female ninjas, they aren't helpless or weak, and were sent in undercover because that is what their entire skillset focuses on; their training makes them ideal for the job. Hope that helps clear up some stuff!

Some would grow up to be the general labor of the house while some would be trained in the arts from a young age and become an apprentice of a courtesan to one day be the "Customer Service" side of the business. IDK if we are allowed to post links but Wikipedia has an article about Yoshiwara which is the real life red light district from back in the day that has more general info regarding everything involved.
