We don't actually a get a reason for Okabe having this power. It's one of the elements of this show that's just supernatural. We get info on how he got the power, but the power itself is never really explained why it exists like with time travel, it just exists.
The fact that other characters can remember if triggered in some way tells us that this "power" is not something unique that Okabe can experience (it's just not as good as Okabe's) it's just a phenomenon that happens in the Steins;Gate Universe I guess.
The real reason I suppose is that, well, the plot needs these characters to remember the change between worldlines, even if it doesn't make sense, specially the MC obviously. It's feels a bit cheap but at least it's not just someyhing that the MC gets for story convenience, it's something the world itself gets for convenience which feels better.

First, answering directly your questions:
1) SERN jellified people so do they have time machine or not? SERN conducted time travel experiments with physical time travel. They understand the technology, but can't overcome limitations - push something through Kerr black hole so it is not squished to death. They constructed special system to monitor anyone else creating Kerr black hole and conducting time travel experiments. Just to know if someone else can surpass them so they could take measures like stealing the technology or seize the creators. So in ep 1, Okabe was the first one in the world (except SERN) who successfuly transfer some information in form of DMail through the Kerr black hole. SERN's system detected it. That's how SERN came into play.
2) What was the point of killing Mayuri over an over again? Well, SERN don't need Mayuri as she is not an direct contributor to time machine invention unlike Kurisu, Okabe and Daru. So they killed her as unnecessary witness. Why she keep dying in other WLs? I assume that Alpha WLs are converging to this event because it's making Okabe more motivated to continue research and create actual time machine for physical travels. That can be used later by SERN to esteblish dystopia which is an event ALL Alpha WLs converge to. Simply speaking, Mayuri's death is just an unavoidable event in a chains of other unavoidable events in Alpha Attractor Field.
Second, about watching YouTube's S;G explanation... My advice here, even after the series don't do that. Because majority of them simply suck. The only truthworthy source of how S;G work is the book of one cool guy with nickname Votuko - "The Mechanics of Steins;Gate" . It's free and you can easily find it by googling. Youtubers are good in descussing some phylosophical side of S;G like Heidegger ideas. But in terms of mechanics of time travel - only that book. But careful - book contains spoilers to S;G and S;G0 both VNs and animes!
