Although because Japan is an island nation, their military is more so a navy, hence why both genders wear very formal uniforms and the women's uniform is referred to as a "sailor suit" which is actually where Sailor Moon gets her name because when they transform they're wearing stylized versions of "sailor suit" school uniform attire. This military influence is also why you see the usage of armbands for students with some kind of rank, like student council. The more you know.
