This is usually for dramatic effect, or to provide some padding in an episode. For plot reasons, there are also plenty of moments when characters have to regroup and form another plan before mindlessly moving around without any clear direction, especially when they have found themselves in a relatively safe spot. There are many instances in which you just gotta let the anime cook and do its thing.
