He didn't know his face, so he couldn't kill him even if he wanted to. I don't think the drawing is enough for the death note to work.

Death Note is a masterpiece, and a great example of how to tell a complete story thought-out from beginning to end. This episode hits very hard, as father Yagami dies believing his son is not Kira. I think he didnt want to kill mello because it would arouse suspicion as there are only a few people who knew his face/name

He didn't have Misa kill Mello (even though they know his name) because she hasn't seen Mello's face. The police drawing probably isn't accurate enough to fit the "imagine the the face of whoever you want to kill" condition.
