In most games, yes. The Kaizo hacks I hear are really really challenging, especially for Nuzlock rules. In my universe, that mostly holds up as we've seen, though. They have so much energy that attacks from Pokemon even 6 to 7 levels below them just kind of bounce off. Not doing just a little damage, but basically outright negating them. It's a much harsher world. We learned in the last chapter with Rhea that that can be countered with the Wild Pokemon getting Human energy with their attacks, boosting it. Then with the stupid amount of energy Rhea could give Mya, they were able to brute force the stat changes, but it drained Rhea pretty fast considering what Moves Mya was able to do. Mya and Rhea made it an even playing field and lowered its attack/defense to the point where even with its high energy and HP, the Super Effective + Crit + Stab 95 Power Human Charged High Horsepower was able to break Nidorino's shield ... yeah, they stacked upon stacked upon stacked to win that fight xD

Haven't actually tried a Pokémon game in forever, but can't you just curb stomp everything if your Pokemon's level is high enough :D ?

As a person who chooses their pokemon based on their favorites, not teir lists. I'd say there is a good chance of a semi-viable Ladian set. Also, never min-max. It's a bad idea. Mechanically, if not otherwise (See Wobbuffet).
