To explain the Chairman: (Imma compare to Invincible) In Invincible you have powered people off different levels. Some are born Street level like Rex, and some are Planetary like the Viltrumites. Rex can workout to train his body and learn to fight to get better, but without crazy intervention, he won't go beyond or less than street level. Same with Mark. He's born OP, and even without fighting training so he loses a lot, he's still OP. Similarly in Solo Leveling, people are born a certain power level/rank. They can physically train their body or learn to fight (like the guy mage with 1 hand did against the assassin when he fought with a sword). But ultimately, if you're born/awakened at a rank, you stuck there. So imagine someone who can level up. Unknown in this world. Let alone that S ranks are already basically above the law. What would happen if someone showed up who can get stronger and stronger forever. That's why he's trying to hide
