He was saved first and he went back into the water to try to find Hae In but he died in the process.. Hae In was saved by Hyun Woo but she thought the one who saved her was Suwan, that is until Eunsung claim he was the one who saved her.. Do you guys remember they talked about the story that the person who loves you the most will come as angel to take you away? Hae In previously thought her older brother keep appearing around her as an angel because it is almost her time to go.. So I think the scene where her brother waves goodbye was to show that it is not her time to go yet..
