The bully was looking for files where everything regarding the kids with special abilities is documented. He knows that some of them have powers (like class president). The flashback scene where he fell, he injured his leg badly and now he can't pursue a career in sport. Since then he understood that there was something strange with the way they assess the students and this is why he told Hee-soo one time to be careful (he assumed that she has powers too). Also, I had the same reaction when Hui-soo's dad broke the ankle of the big man omg.......
