So they’re saying, why are you training to be the best at killing titans if you, realistically, have little chance of encountering one deep within the city walls. The three arms of their military is military police, garrison (Hannes), and the scouts who go out beyond the walls to fight titans. They’re the crew that returned in episode one with someone’s arm for their mama.
