There are elves in the SFK who regularly work with humans, usually as servants or chambermaids. They don't necessarily keep their affiliation with their birth clans, and may be known as "City Elves". A librarian at the Royal Library may get to live in the palace, but is still little more than a clerk... obviously with lots of homework to do. But some elves like the bustle of the human city, and don't mind menial work, especially if they are low-born elves with little status in their home forest.
Humans have mixed feelings about elves living among them, after years of devastating war with the Dark Elves. Not everyone sees the cultural difference between the Dark Elves of the northern marshes and ruins, and the High Elves and Forest Elves of the kingdom's many wild woods.
Of course, the SFK has always been multi-cultural, with inhabitants from the Sea Kingdom, the Winter Kingdom, descendants of the ancients, Eastlanders, people from the southern city-states, and assorted elves and half-elves. But some wealthy nobles prefer to blame "foreigners", and use elves in particular (since they look noticeably different), as scapegoats for the kingdom's few problems. Prominent nobles have been heard saying that post-war immigrant elves are "bringing crime, they're rapists, and some I assume are good people." echoing the suspicions and prejudices of some of the common folk.
Most City Elves prefer quiet lives of honest work, and generally keep out of trouble. They're less likely to commit crimes than locals born in the kingdom, and are more likely to be exploited with poor working conditions when the public is not on their side...
Not that nobles born into inherited wealth really have their finger on the pulse of poor working people. >_<
