I think the reasoning behind it is that if someone is paying $1 its unlikely that a shift to $2 is going to make anyone jump the boat. However, if someone had to pick between paying $2 or $1 for the exact same "product" they'll pick $1. Even if they are willing to pay $3 dollars.
