The USSR and the Germans started the European war as allies, invading Poland at the same time (more or less). Later, Germany (Hitler) turned on and invaded the USSR. The Russian and German soldiers HATED each other more than most other soldiers in the war, IMO. The animosity had historical roots going back centuries, and both sides perpetrated atrocities on each other and their respective civilian populations.

The reason the Americans were the best to surrender to was probably because the Germans hadn't spent 5 years bombing American cities and killing American civilians. If I was in an army that had burned Russian farms and raped and murdered Russian civilians, I wouldn't want to surrender to Russians either.
