I picked my VHS tape up at midnight from HMV Manchester on 14th May 1996 after pre-ordering, it wasn't broadcast on BBC One until 27th May 1996. There was a delay due to a cuts required to the gun sequence at the start where the Doctor was shot, followed by Chang Lees friends taking a lot of bullets in the wake of the Dunblane school shootings in Scotland 2 months earlier, but it was definitely released well before the UK broadcast.

Regarding how people watched the TVM. I worked in the video (!) department at HMV Oxford Street at the time and my memory is this:
i. BBC announce DW is coming back = much excitement
ii. BBC announce VHS will be released pre TX = much groaning, but we received hundreds of advance orders from customers
iii. the VHS release is delayed due to a cut for certification - maybe the neck being broken sound?
iv. the VHS release date is therefore after the BBC TX, and we received many cancelled orders... with it being destined to be in sales and bargain buckets soon afterwards
