There is not much that can be said about Higuchi, he was a pathetic character, but there are some things I wanna add after reading the manga at this point as well. These are just my own conclusions after thinking for a bit. Mainly it came from the scene where Higuchi is surpised upon seeing the police cars that it was a trap after all and says 'so the police were still going after Kira'. Officially the Police bend their knee to Kira. The only person Higuchi knows would go after him is L, but he doesn't know what L is capable of. That he has so many people working for him, that he could have someone break into his house, place wiretaps ect. We know all that, but from his perspective L is just one detective, without backing from the government, how would someone be able to manipulate and set him up so much, that's why he wouldn't be too suspicious this whole time. He is cocky, he gained Kira's power, he is about to gain Misa as well and there is only one person opposing him. Suddenly Matsuda appears on TV, he is an immediate new threat, there is a time limit, he is under pressure, if like you said Matsuda already put his testimony in an envelope he is already f'd, so he just panics hard and under all those assumptions I think his actions during the whole scenario are somewhat reasonable. The showdown at the TV station with the guns is still shoddy and stupid, but whatever. Additionally in the previous chapter L revealed the plan to everyone and predicted every single one of Higuchis actions in order that he would do, just making it more apparent that he is dancing in his palm. And there are two pages of Aizawa and Ide in the policecar, the two policemen who left the Taskforce, having a bro moment.

I've seen this series a dozen times and seen many people react to it, normally people just go along with everything being said and happening, but there is obviously so much ridiculous bullshit happening that you've already picked up on, the gun showdown in the TV studio is the cherry on top. But ultimately it all serves just to entertain us and create cool moments, it is the whole premise of the show. If Light never killed Lind L Tailor he could just sit in his room and write down names, how would anyone ever catch him.
