Yes, Serie is certainly not being honest with herself. But I think Series's claim that "learning to suppress mana is a waste of time" is more of a purposeful lie (Or also a part of it). She's hiding the fact that she does it to test the mages around her. That includes the first class mages like Lernen. Probably to find someone with high potential like Flamme. The people (mages) around her might come to this result by deduction rather than ability. It would be an unwanted clue if she said otherwise and the test would not work the way she wants it to. And after 50 years, Fern was the first to pass this test.

I think Serie fundamentally doesnt understand herself. She has a lot of conflicted feelings that she seems to manually override with some kind of "logical understanding" or she'd consider it so. - she calls the flowers a useless spell but clearly likes them and even has the final test in her gardens - Her claiming she's disappointed in Lernen she states logically as him failing to even detect that she's been hiding her mana this entire time. Emotionally though she's just disappointed that Lernen was never able to match up to Flamme. Maybe she was trying to convince herself than Flamme was nothing special and any mage could be just as good. - she claims hiding mana is a waste of time but she's been doing it for more than a millennium and probably taught Flamme to do it - she calls Frieren a weak mage (probably doing less with her actual power as much as their differences in philosophy). She definitely wants Frieren to be on her side, she just isnt willing to go halfway in a relationship and expects Frieren to be a war-mage like she is.

We saw Lernen in the first episode of the exam arc. At the reception desk, he recognized the Holy Symbol of Frieren. And, most likely, he recognized Frieren herself too, so Friren was freely allowed to try to pass the exam, even though she didn't meet the formal criteria of being at least a rank 5 mage to participate in first class mage exam. And simply handing her that status without exam, as we see in this episode, would not be allowed by Serie herself, and Friren agrees that she doesn't meet the criteria that Serie puts forward for her personally. It's ironic that Frieren and Fern, likely the most talented, except Lernen, at least as far as we know, of Serie's lineage, hold philosophies opposite to hers, focusing on peace. That fact must annoy Serie so much :D Makes think that if Series suppressed mana is equal to Frieren's revealed mana, while we know that Frieren's suppressed mana is about one-tenth of her full mana, then what monstrous ocean of power is Serie hiding? Humanity in Frieren world is truly lucky Serie is in their side. Good wrap of storytelling, that at the beginning of the episode, Fern didn't answer about being Frieren's student, but at the end in conversation with Serie, she firmly did it. I think she touched flowers in that scene, because she was remembering Flamme. It seems, she grazed the flowers as she walked, because it implied that she sees Flammes potential in Fern. Flamme was her beloved, prodigy student. We know that Serie accepted her will after all, and now training human mages. She remembers that flower spell was Flammes favorite spell. She says that it useless, but she seats inside big garden full of flowers, it seems, she continues, at least at public, denying to admit her true feelings. Flamme was legendary mage, founder of human magic, and under Series mentoring, probably Serie believes, Fern could become as great as Flamme, maybe even more powerful.
