RIP Willie Garson who plays Steve (dude asking Ross for the money). He died from pancreatic cancer in 2021 at age 57. He is best known for his roles on Sex and the City, White Collar, Hawaii Five-0 and NYPD Blue. Gary (the cop) is played by Michael Rapaport. Phoebe asking Gary if he knows Sipowicz is a reference to Detective Andy Sipowicz from NYPD Blue. David Schwimmer and Michael Rapaport appeared together on an episode of NYPD Blue as well as in the 1996 movie The Pallbearer.
