The scenes with legs are the work of Naoko Yamada. She was the director of the first episode. She believes legs can convey as much emotion as eyes, which is why there are so many of them in the episodes she directed.

ON episode one you missed it but on the concert band recruitment sign they specified that Boys in particular were welcome, they are aware of the gender imbalance and want to fix it.

Also to answer your question about the tuba, you're probably thinking of the wrap-around tubas (sousaphones) that are used in marching bands. Regular concert band tubas are different and just look like larger euphoniums (baritones).

Sapphire is a kira kira name. It uses the Japanese Kanji 緑 (green (she goes by Midori because this kanji is midori)) and 輝 (sparkle) but is pronounced Sapphire. Because Kanji generally have multiple different readings people will sometimes give their own creative readings to kanji. It's not uncommon in fantasy to use kanji that gives the meaning and have a fictional reading for it given so that people know what that fictional term means. It's like how in Bakuman Niizuma talks about being friends/rivals and how it's written as friend, but read as rival, or whatever.
Aqua and Ruby in Oshi no Ko also have kira kira names. Aquamarine is written 愛久愛海 (love, long time, love, sea) it takes three of the readings of the first three kanji: a + ku + a, to make Aqua, and then uses the meaning of the fourth kanji: sea/ocean, to make Marine. Ruby's name is written 瑠美衣 (lapis lazuli, beauty, clothes) and uses three of their readings: ru + bi + i, to get Ruby.
They're generally seen as embarrassing names, like being named Gananondorf or Thor by your parents
