RB's Scout shoulder cape

Another item is ready and it's a very strange item (or not).
Flaps of skin of an unknown lizard-like creature, hanging from your shoulders and camouflaging you a bit in the woods.
This item has SMP physics. Each flap moves separately.
Now I want to create a hood.
