The TV movie, The Plan, covers Boomer's activations. It doesn't specifically (to my recollection at least) cover what happens at the end of Kobol's Last Gleaming, but it does tell you how, why, and when Boomer is activated through Season 1.
However, I wouldn't recommend watching The Plan until you have finished the series since there are reveals/events covered in The Plan that would spoil moments from the series deep into Season 4.

I imagine the reason they made the recording look so bad is because a lot of people would have still been watching this on a tube style TV over the broadcast air when this came out. That would have already had interference and scanlines so they made the recording look extra bad so it would stand out as different then just the regular show.
As far as the original Sharon, I don't think they can send them messages or programming remotely. They were able to activate her in person when she landed on the cylon ship to deliver the bomb. Remember when she went outside the ship and all the other Sharons came up to her?

I absolutely love the scene where the crew is in the CIC listening to the skirmish. We're usually with the pilots and their perspective and this time we have to just sit and listen and wait for the outcome. It's so tense

Well well, Xena's a cylon. That explains a lot.
They said they sacrificed two raiders to relay the video footage, so maybe they need proximity to upload when they die. That would explain why they don't know Sharon survived.
While I think the video is truthful, and well done, I also think that people watching it would just assume it was a propaganda piece made under influence of the military. I'm not sure it would help much with their popularity.
I noticed you called Tigh "Saul" when defending him. I think that was the first time you did that...
