I'm 99% sure that Lindsey's comment about the disenchanting ceremony was not meant to imply that Holland's speech in the elevator was a lie. Lindsey said they started after Angel stole it and it took "half the meeting", however long that is. Angel used it immediately after taking it so it likely would not have taken effect yet. Also just the way it was written and filmed, my takeaway (and I believe the general consensus) has always been that Holland was telling the complete truth. That said, it is technically ambigous so all interpretations of that scene are valid, I just don't think that Lindsey's line was intended to mean that the ring didn't work when Angel used it.
