I don't know how true that would be. I think he was more so hoping for Buffy to fail the test so that afterwards Buffy would have no choice but to beg to be let back into the council. like yes she failed but she needs the info so her only option would be to try and join them again and be under their thumb.

You were right to point out immediately that the Council’s “review” made no sense. It’s been suggested that Quentin was deliberately annoying Buffy and her gang to make her assert herself (as she did so brilliantly at the end) but I think the writers should have given us a slightly stronger indication of that.
The Watchers’ Council presumably represents the evils of inflexible tradition and counterproductive bureaucracy but I think they could be drawn a bit more realistically than the cartoon villains that we see. Still, it’s nice of them to finally give Buffy some information! They didn’t bother to make sure that she knew when a rogue watcher (Gwendolyn Post) was on the loose or when Kendra was on the way.
