In Wuthering Waves, the Midnight Rangers are officially supervised by the Ministry of War, yet no further details on this governing body have been provided. Given that Jinhsi, as the highest authority in Jinzhou, is already burdened with managing half of Huanglong’s affairs, the existence of additional government officials makes sense.

Thus, Minister Guiren 桂任 was born—the Minister of Defense, a figure who oversees and manages the Midnight Rangers, particularly through General Jiyan, who carries out his directives.

Science and Secrets

Guiren is more than just a politician; he is a former researcher who has been around for as long as Jinhsi, if not longer. His work revolutionized Echo applications, allowing for permanent transformations rather than temporary ones. He collaborated with Oberon’s father, the director of Project Indestructible Weapons (P.I.W.), combining their expertise to develop a groundbreaking modification in Terminals.

To achieve this, Guiren likely sought outside assistance, involving Rinascita, the Montellis, who had already developed their own specialized Terminals with unique Echo capabilities. This innovation enabled certain Midnight Rangers—such as Oberon, Chilo, Versago, Qinjuan, and others—to push beyond traditional Echo limitations.

Those granted access to this technology gained:

• The ability to maintain Echo form for prolonged periods

• Full control over their movements and consciousness while transformed

• The capability to speak and function as if their Echo form were a second body

His villainy may not just be political—it could be something far darker. Perhaps he is a worshiper of the Threnodian, having been granted a new kind of Attribute through his devotion. This could tie into the Black Flames, their sinister purple glow aligning with his possible Havoc-like essence.

In terms of design, Guiren’s color palette remains undecided. Given the Midnight Rangers’ established color themes:

• Qinjuan – Orange/Yellow

• Oberon – Blue

• Chilo – Green

• Versago – Red

Guiren could take on:

• Magenta/Pink, reinforcing his possible Havoc Attribute

• Purple, as an indicator of his association with corruption, akin to the Black Flames and figures like Lanzhong

His Attribute might even be something new, a power not yet explored—perhaps a force directly connected to his ties with the Threnodian.

One of Guiren’s greatest manipulations lies in his connection to Chilo. It was he who arranged for Chilo’s escape from prison, inviting him into the Midnight Rangers. Whether this act was a calculated move or served a larger scheme remains unknown.
