14:04 So basically, a centralized authority structure with some kind of democratic oversight to revise it as necessary...perhaps all authority flowing from regional councils to best represent local needs... Did you know the Russian word for council is совет (soviet)? Jokes aside, I think the key is having a coherent analysis of people's real lived material needs and a good connection, a mass line, if you will, between the rules of society and the people of it. That and not expecting sudden utopia like you said, the world is a big thing, and thus has a lot of inertia. It takes a long time to change it. Anyway, been on a binge of your monogatari reactions, loving so far, even the little wild tangents like this.
