It's an aesthetic based on the eastern european countries' longing for a sense of unity and opportunities that the Soviet union could provide (based on what they hear from past generations). The curious part is that is very popular among gen z, who never lived in the Soviet Union, so once I'm Portuguese, I cannot help but notice how different it is from our "saudade", which is a longing from something you have experienced. In the case of the Soviet Wave, it's a longing for a time only older generations experienced. If you listen to Molchat Doma, a band from Belarus, you get a hint of the movement and the overall feeling.
