Hello! The hair is by Stealthic, a TS4 creator, but unfortunately for some reason the hair was only made for SL and not TS4. There's no official conversion that I know of - I found the file in a Reddit link ages ago. The name of the hair is 'Avenue' if you want to see if you can find it.
