Well, the first round of internships light (when Deku was with Gran Torino) was a school mandate, so they all did it, but the second was at the students own discretion, so only a handful managed to land one. Tokoyami got reinvited by Hawks, and if Todoroki hadn't failed to get a provisional licence, Endeavor would have taken him, but Deku, Uraraka, Asui and Kirishima only got spots because they were recommended by the Big Three to their respective Mentors. The Rest of 1A didn't do one, and I doubt 1B had any either. I think normally that's stuff you only do in year 2, they did mention that they didn't normally have the students try for provisional licences before then as well.
