When I first saw this moment, of Luffy stopping them with his Conqueror's Haki, I was watching it week by week. At the moment I had kinda forgotten that he had it as it had been some time since he last used it. However, about it being stronger since the other time on Maiden Island, I would have to disagree. It may seem stronger, but that's because it was the formidable Navy going down this time whereas previously it was the spectators at Boa Hancock's coliseum. However, I should point out that those were no mere civilians on that island: every woman there was a powerful warrior, hence why it's ill advised that men set foot on that island unless they're looking for a place to die.
