When the Captain said that the Hunter exam already began, it did but didn't. A good way to think of it is like pre season football, they're going through the preliminaries before actually reaching the real exam. The Captain stated in the first episode that his job was to thin the herd for the ones not fit to take the Hunter Exam.

It starts of very chill and you can even regard the first 30 or so episodes as introduction to characters and world building in a way, which in the case of HxH worked out very well in my opinion.
