So AJ, what Moria was talking about suppressing weaker pirates, it wasn't necessarily about taking their shadows. So the three powers he referred to are the World Gov't/Navy/Admirals, the Seven Warlords, and the Four Emperors. As long as these seats/positions are filled the world has some sort of balance to it. Since the Warlords are pirates who've been given permission by the WG to do whatever they want as long they help when they're needed, they're also meant to show lesser pirates that the Warlords aren't supposed to be messed with, as it'll throw off the power balance

2021-06-13 07:34:53 +0000 UTCIf you think about it they probably have a giant bag of salt to feed Moria, Perona, Absalom and Hogback. And at the same time it makes it easy for zombie chefs to identify and not eat by mistake. But its One Piece so its probably there just for plot sake hahaha
