FT is the king of ecchi, sometimes to a fault, especially towards the end, but hey, you get used to it and at least it's equal opportunity (looking at you, Gray). About S Class, it's not really a strength thing, like, the Master has to approve you, and since it can be dangerous, he obviously values more than just power, like experience and knowledge. So, Natsu might be strong enough, but he's also an immature hothead in a lot of ways, and the Master is probably just waiting for him to grow up a little, so he doesn't have to worry about him making some stupid mistake and dying.
