That "global alliance" thing wasnt a surprise. At the beginning of the season when that guy was giving a speech before Eren attacked. He said he had ppl from all over the world at the speech because he KNEW it would get attacked and they would see it and thus see Paradis as a threat then the world (i.e global alliance) would want to come together and help take down their common enemy. So yeah, Erwin isnt the only one whos willing to get himself killed to pull off a plan
