No, Mei is the one who controls the animals I believe. That's why Gojo straight up asked her why the feed for Yuuji's fight kept cutting out, and when she remained cryptic with her answer he asked whose side she was on.

Also, you seemed confused about why Miwa fell asleep. That was because Panda gave the robot guy's phone to Inumaki the Cursed Speech user, who called her and told her to go to sleep with his powers. He was presumably going to do that to the others as well, but things got... complicated.
