based on just the things that happened in this episode ans the previous.Gelmud's boss wasnt expecting him to be eaten to make a Demon Lord. Gelmud was just trying to create a Demon Lord so he'd have a powerful Demon Lord of his own to boss around instead of being bossed around by a demon lord (his boss). It was also implied that Geld just eating a bunch of things would have eventually turned him into a Demon Lord so he didnt NEED to eat Gelmud to achieve it. He just achieved it faster by eating Gelmud because of how powerful Gelmud was.

Using the LN as reference there is only 1 way to become a demon lord and i wont spoil that as its future stuff however i can say the anime was mistaken here geld wasnt a demonlord he evolved to a demon lord seed which is basically the prerequisite for becoming a true demon lord

In the true Way a lot of Human Souls are needed and afterwards The Voice of the World announces you as a Demon Lord. In the Way of Popularity People need to call you a Demon Lord before the World calls you that. The Power gain of the first Way is bigger. Demon Lords of the first Way are the true Demon Lords. Gelt was a Candidate for both Ways. Gelmund and his Master did hope and plan for the first Way.
