The reasoning behind enels miscalculations was because the remaining survivors were stuck inside the snake, which made his mantra powers unable to detect them. Also about the other people being fried, certain voltages can kill people and I guess he used enough to kill them. With the case with Sanji he explicitly said he had no intentions to kill. This is what I got out of it anyway.
