Purified water shouldn't cause the same effect with the exception of users like crocodile or maybe ace that have a natural weakness to it. There are at least examples of powers working in bath water but you'll see those further down the road.

I think its pretty much confirmed that the water has to reach the knees before the Devil User feels something. Croc also stated a few times that "The sand is nice and dry today". My little sister of eleven asked me how Luffy could defeat Croc, and I said "usually things has weaknesses", and she came up with two really good solutions in less than half a minute, one of them was water:P Damn eleven year foresight, I guess we do really forget a lot of basic stuff after finishing school. And my moms friend was over, and she laughed her ass off whenever Croc was laughing, hehe. I dare you to use his laugh for a ringtoneXD

Luffy covers himself in water and nothing happens, so the weakness in water that all devil fruit users share has to be specifically sea water. They say that "the sea hates them" or "rejects them" But Crocodile's extra weakness to any kind of water is based on how sand becomes clumpy when soaked
