2020-07-14 21:50:11 +0000 UTCYes, you should definitely pay attention to the terms they start using here as it will give you a greater understanding of the world and systems of onepiece. specifically, here we are introduced to "Zoan" class fruits, like chopper and dalton and many more you will meet later. they are transformation fruits that give you the power to become an animal (usually) and as they mentioned in this episode, its usually 3 forms, your normal form, full animal and an inbetween form. Chopper's drug allows him to utilize 4 additional forms that all focus on different aspects, and by that logic any Zoan should be able to do the same, though the drug might need to be tweaked since it mentions its based on wavelengths and those would probably be different for individual fruits.

2020-07-14 21:22:49 +0000 UTCThe rumble ball (the drug) is design for Zoan type devil fruit which is not the type of the fruit Luffy ate and yes he said it only last 3 minutes. Zoan fruit are fruit that let the user transform in an animal and they have 3 form : their base form, a completly transform form and a form in between.

And with careful adaption I think it likely should work on other devil fruit eaters that have a transformation limit too. In this episodes the bad guys mention that "Zoan" types like Dalton and Chopper have only three transformation available – so they should be the main target. It is unclear if other devil fruit users that don't transform (like Mr. 3, Luffy, Smoker) would gain anything from a Rumble Ball.
