It is funny you felt this was a filler-ish episode because it IS filler, though the goggle Usopp receives at the end are canon. But despite that I like that episode because its the first time they show Ussopp MAD skills as a shooter. Daddy challenged him to hit the whale, which was already hard enough, but Usopp goes beyond and hit right in middle of the crown! Gotta love those Usopp moments!

I like this theory and wish it were canon, but when Zoro first joins luffy, he said he got lost and started working as a bounty hunter to pay for his meals. Maybe it just makes his bad sense of direction even worse

So the Usopp story is pretty interesting. Its actually something that Oda had planned to be in the manga, but he had to cut it (and potentially other chapters) out of Loguetown for time. So its this weird "Its filler, but it almost wasn't" grey area. But that's not really too important, the relevant bit is Usopp has new sniper goggles.
