I think, with the lack of Titan activity thing, they were referring to how much they needed to expect the unexpected with the Titans. Not to mention how their enemy seemed to be able to predict their movements.

The "moonlight titans" started popping up when that tower they were i got attacked at NIGHT and we first saw that Ymir was a titan when she transformed and protected everyone
Also as for why there arent titans there when its been abandoned 5 years. The better question is why WOULD titans be there? Their whole drive is to eat humans. They have no reason to hang out in an abandoned destroyed city that there is no longer "food" at
The "glowing ore" theyre referring to is that ice/crystal looking stuff that was all over the underground area in the Reiss place where Eren was being hed captive to have Historia eat him to get his titan powers. They were using said ore in this episode as the flashlights they had (the one Armin was holding when taking about his hand shaking). Remember up until this point theyd always use torches. They hadnt gotten as advanced as flashlights until now.
They showed the entrance to the wall, when Reiner got discovered within you saw him come out and he was holding a board and the hole in the wall that he came through appeared. Like there was a hole in that wall before and reiner plugged it with a cover that made the outside look like part of the wall
