Because as you learned theres conditions that have to be met (which was mentioned before) they have to eat a human who can turn into a titan in order to regain their human form back... and thats why titans go around eating all humans... not because they NEED to eat (as mentioned in the first episode, titans can survive forever without eating), but in the off chance they happen to find and eat a human who can transform into a titan so they can turn back into a human again

sannes saying "there's an order to it" and "there's always someone next in line" isn't him saying that someone will replace him in the government. He's saying that the people who would rebel against them would eventually be forced to do the same thing as them. He says "good luck" because now that hange got rid of them that Hange would be next in line to commit atrocities for the greater good. Hange's already started torturing people, Levi's already started killing fellow soldiers, what's next? This is also why Hange flipped out and kicked the table, because they understand the messed up situation they're in and is infuriated by it

By the way, to clarify, when the MP said that Erwin violated clause six of the Humanity Charter ("prioritizing one's gain over the safety and longevity of humanity"), he's saying that Erwin prioritized his own (or, rather, the Scouts' own) gain over the survival of humanity. The way it was phrased in the subs, at least to me, made it seem like prioritizing one's own gain or humanity's survival was ok, but it's actually saying the opposite, so I thought I'd clarify that.
