I felt like the 1st team (police) wrote in a news article format while 2nd team (charcoal) is more of a featured news. They were aiming for the News section but both didn't pass the quality check based on the judges' comments... So they gave a whole Feature section for the Heroes team instead. There's even caricatures which was nice.
