Author never adressed this in the manga, only in the outside questioning, but 'dual zankapkutou' is an abnormality that should not exist. The only three users of dual zanpakutou in the universe - Ukitake, Kyouraku and Ichigo - are all NOT normal. Ukitake has dual zanpakutou because of Mimihagi inside of him - one sword for his own soul, one sword for the soul of Soul King Right Hand. Kyouraku has dual zanpakutou because he used his blade to hide another sword - one sword is his own zanpakutou, the other is someone else zanpakutou. Ichigo has dual zanpakutou because of his unique heritage - one sword is his shinigami and hollow powers, while other is his quincy and fullbring powers. The name 'Shinken Hyakkouken' literally translates to "Holy Blade, Eight Mirror Sword". It's also a theory in Bleach fandom, that Shikken Hyakkoyken was used to cut down Soul King to pieces.
