I think the requirement is that his followers are doing it in his name. Rimuru lied because, as he said, he wanted to take it upon himself because he wanted to remind himself not to ever become complacent again....Part of Ultimate Skill Veldora is Summon Storm Dragon. By the way, as to Leon Cromwell: I never got around to suggesting you watch Veldora's Journal 2. Yes, it's a recap, but this time around it contains some information about some of the thoughts Ifrit had about the time he inhabited Shizu's body (there's three distinct sides of the story), some ways in which both Ifrit and Veldora changed and dare I say, matured, while in Rimuru's stomach, and some new scenes towards the end of the episode from Veldora's side of the analysis of Unlimited Imprisonment and his interactions with Great Sage and especially Raphael towards the end. I don't know if you or anyone else would want to watch it; it would depend on how much a person wanted to get inside the heads of these characters.
