About Milim. She became a Demon Lord about 3000 years ago. As far as getting over those traumatic events, back in the bath in Season 1 Rimuru asked her why she became a Demon Lord and she said she didn't know, maybe something bad happened and she became one out of frustration.

I think killing Shion and Gobzo off-screen was part of the plan to keep you guessing. I don't think they wanted people to know she died until they knew that even before the end of the same episode they would also say there's hope she be resurrected. Who knows what kind of backlash they would have gotten or how many people would have sworn not to watch another episode? Better to give people a reason to keep watching.

They still need the approval of the other Demon Lords. In addition, claiming publicly to a Demon Lord without such acceptance is asking to be killed by the others. Even if you consider only the True Demon Lords, there is a wide range in power. The other Demon Lords are mostly Demon Lord Seeds. A couple of the Demon Lords, however, by nature, cannot acquire the Demon Lord Seed, but Demon Lords aren't the only strong ones in this world.

There are two things called Demon Lord in Slime: 1. Simply the title, being one of the group people (currently) call the "10 Great Demon Lords" who rule parts of the world alongside each other, in the end it's nothing more than a political title. 2. Awakened or True Demon Lords, it's a stage of evolution you can attain like Rimuru is currently attempting to do. While we can assume that all currently known True Demon Lords also bear the title of Demon Lord not all that hold the political title of Demon Lord are necessarily also an Awakened/True Demon Lord. Just as example take a look at Millim and Charybdis (that weird fish monster that came to attack Millim while she was in Tempest). People were saying it has power rivaling a Demon Lord, but Demon Lord Millim just casually one shot it while holding back enough to not kill Phobio who was being used as it's host. So there is quite the big spectrum of power for what is being called Demon Lord in that world.
