If you try to use in universe logic you could say that the show seemingly is saying ssj4 limit break is like ssj4 at super saiyan god level. so the original multiplier estimate for ssj4 is 4000, 400 from ssj3 then x10 from the great ape form. then 20,000 from ssg. I think people get 20,000 from ssj3 x50. So super saiyan blue is God + super saiyan, so 20,000 x 50 = 1,000,000x base. SSJ4 limit break would be = 20,000 x 4000 which would be 80,000,000x base. So ssj4 limit break in this universe is just 80x blue. Not a huge increase but definitely stronger! :D

Officially, there is no answer of which form is stronger at all and since Blue is a DBS form and ssj4 is a GT form, there is no direct comparison because they don’t take place in the same continuity, so it’s not as simple as “Blue is stronger than god because it’s goku’s newest form” because like I said again, Blue doesn’t exist in GT and ssj4 doesn’t exist in DBS. The idea of blue being stronger than ssj4 is just fan speculation and toriyama, toei animation nor shueshia have EVER said which form is stronger, matter of fact ssj4 and blue don’t even have official multipliers at all.
