If it helps you going forward: The premise of the show is that Cid (the MC) is a Chuuni roleplaying as "the mysterious great power from the shadows" (The Eminence in Shadow) and he's under the false impression that all the girls in Shadow Garden are in on it and roleplaying with him. They're not. They think everything he's saying is dead serious and are acting seriously. BUT, the MC is lucky asf and all of his lies turn out to be the truth. So yes, he DID make up the Cult... but of course, the girls investigated and found everything to be true. The only problem is, Cid himself doesn't know that all of his lies are true. And that's the dynamic of the show. xD tl;dr: Cid is roleplaying, he thinks the girls are roleplaying and he doesn't think there's actually a cult. The girls are serious and the cult turns out to be real.
