I think the particular Japanese trainees were not locked at first but that a fixed minimum of 3 would make the group. Watching it live I was hoping it'd be closer to even but in hindsight that was never going to happen in a Korean market. I actually have a theory that basically all 12 were selected around Sakura as the Japanese favorite and Wonyoung as the Korean favorite and then trying to build cohesion between and around those two. Eunbi voted for Chaeyeon.
