Meaning he kept promising to quit but he couldn't do it. Like an addiction. Also Tess was played by Julia Roberts, a very famous actress from the 80's and 90's.

I live in the Midwest and I saw a check for the first time in over a year last week. So they aren't common at all. They work the same as a debit card or bank transfer, just written on paper and physically taken to a bank. This is a 23 year old movie. Checks were much, much more common back then.
