Tonjit being on ridiculously high stilts for 10 years is genuine One Piece silliness at its best followed by a touching reunion between him and Shelly only for that to be cut short by Mr. Split Head himself (good one Luffy lol). In the span of minutes, we go from silly to heartwarming to tragedy, then back to silly again, but mixed with some tension in the air. One Piece just loves to play with our emotions lol

I think you were previously watching the HD version of the first 200 chapters, where they cut the image that was at 4:3 to 16:9, losing part of the image at the top and bottom of the original frame in order to be rectangular. From now on it is a true 16:9.
