Gotta look at it from his perspective, He never signed up for what this turned out to be. It was supposed to be C rank dungeon for training so the team is definitely not ready for it to become an A-S rank dungeon. He knows that they can't beat the boss while trying to keep E and D ranks alive at the same time so he makes the tough choice to make a strike team that he thinks is gonna survive taking on the boss and hope that the rest of them survive on their own. Also Jin Woo could have saved the other team if he took control of the situation but he chose to stay hidden for his own benefit so its not like he is all good guy either.
